A Deficiency Plan is a letter that outlines the intern's pending requirements to be eligible for an intern certificate.  


Interns request a deficiency plan when they want or need to go onto an emergency permit.  (See Emergency Permit Talking Points


Please Note:  All interns will be required to pay a one-time fee of $275 for an emergency permit.   The advisor should inform the intern of this fee before gathering the information below.  


Attention: Certification Support is no longer accepting submissions for deficiency plans for the 23-24 school year.  Special cases may be reviewed on a case-by-case basis, but overall none will be issued for the remainder of the 23-24 school year.  This is to prevent interns from utilizing a certificate for the few remaining months of the school year.  Instead, interns should utilize this time to focus on completing requirements to be eligible for their SOE and Intern certificate  


Certification Support will start issuing deficiency plans again at the end of July for the 24-25 school year.   


The Advisor can take the request from the intern.  It does not need to come from a district representative.  Advisor should follow the steps below if a deficiency plan is requested by an intern.  


Steps to take if an intern requests a Deficiency Plan or Emergency Permit: 

  • Request the following information from the intern and compose it in an email 
    • Intern Name:
      Intern Email: 
      Intern ID: 
      District: 
      Campus: 
      Subject Taught: 
      Grade Taught:
      Exam Code and Name:  
      District Representative email: 
      District Representative name: 
  • Email, deficiencyplans@teachersoftomorrow.org to inform our Certification Team on the information gathered in step one. 
  • Advise the intern you will notify our Certification team of their request and Certification Support will reach out to the district for more information if needed.  
  • When Certification Support reaches out to the district for more info they will make a high priority note in the account stating they have reached out to the district.

  • Once the Deficiency Plan is approved, Certification Support will email the intern with a link to make a payment for the $275 emergency permit/deficiency plan fee.

  • Once the intern makes their payment, the Deficiency Plan is then released to the district representative directly.

Should a district contact an advisor on the main phone line regarding a deficiency plan, please gather their contact information and email deficiencyplans@teachersoftomorrow.org.  

Whom to Reach Out To


Also, please send any updates to accounts who are actively seeking a deficiency plan.  For Example: Intern finishes 15 hours of FBE's and is granted test approval.  In this scenario the advisor should send an email to deficiencyplans@teachersoftomorrow.org to notify the certification support team. 


Intern's must be approved for the certification exam in the area they are seeking a deficiency plan for.  If they are not already approved, they must first complete the Test prep, then request approval through their portal.  See Test Approvals
