Texas Teachers is currently unable to accept any assignments for Cosmetology at this time as a result of a discrepancy between the Texas Department of Licensing and Regulation (TDLR) and Texas Administrative Code regarding the Statment of Qualifications (SOQ) for cosmetology.  


It is important to NOT place blame on TEA or direct interns toward TEA regarding this matter.  WE are working to find a solution and will notify interns once we can move forward with approvals and certifications for cosmetology.  


Texas Administrative Code states the following: 

“(2) The standard Trade and Industrial Education: Grades 6-12 certificate shall require current licensure, certification, or registration by a nationally recognized accrediting agency based on a recognized test or measurement. If the licensure, certification, or registration is not based on a recognized test or measurement, then passing the appropriate NOCTI assessment is required. A cosmetology teacher must hold a current cosmetology instructor license issued by the Texas Department of Licensing and Regulation


As of September 1st, 2021 The Texas Department of Licensing and Regulation (TDLR) stopped issuing instructor licenses and no longer require them for a cosmetologist to be a cosmetology instructor.  


"HB 1560 (87th Texas Legislature regular session) eliminated all barber and cosmetology instructor licenses as of Sept. 1, 2021. A Class A Barber, Operator or Specialty license allows the holder to provide instruction in any service, within the scope of the license, at a licensed barber or cosmetology school


At this time, Texas Teachers is not able to approve an SOQ, nor issue certificates for cosmetology unless the intern carries both an operator and instructor license for cosmetology.  This causes problems for our interns who are not able to get an instructor license because TDLR stopped issuing them due to them not being required anymore.  


Our State Compliance team has been in close contact with TEA regarding the requirements for certification in cosmetology and  WE are working to find a solution.  We will be notified once we are able to move forward with SOQ approvals and Certifications.  


It is important to empathize with the intern's frustration regarding this matter and respond letting them know WE (Texas Teachers) is working toward a solution.
