Late Hire Eligible 

Late Hire is now a rolling 45 day window determined by the intern's enrollment date.  


23-24 School Year: 

  • Interns will have 45 days from their enrollment date to pass their exam and get hired. It is a rolling 45 day window for each intern determined by their enrollment date.   
  • To be late hire eligible, Interns Must: 
    • Enroll in the program no more than 45 days prior to the first day of instruction at a school district
    • Pass content exam(s) 
    • Get Hired and start teaching on an intern cert within their 45 day window.  
    • For Example: John Smith pays and enrolls on July 10th.  He passes his exam on August 1st.  John has until August 23rd, 2023 to get hired and start teaching on his intern certificate. 
    • For Example: Jane Smith pays and enrolls on October  2nd.  She passes her exam on October 23rd.  Jane has until November 15th to get hired and start teaching on her intern certificate.  
    • The intern certificate must be issued within that 45 day window.  
      • The Intern Certificate start date must be within the intern's 45 day window. Texas Teachers will not issue it for a future start date after their 45 day window nor will we back date a certificate to fall within the 45 day window.  


Late Hire Expiration: 

  • If the intern does not pass their exam and/or get hired within their allotted 45 day late hire eligible window, their late hire eligible status expires and they move to regular hire.  Meaning, the intern would now have to complete remaining pre-service to gain access again to a new SOE. 
  • We will stop recognizing late hire eligibility for any intern for the 23-24 school year on December 31st, 2023.  


For Example

  • If candidate enrolls on 12/31/2023, candidate has 45 days to obtain their SOE and get a job. {12/31/2023 being Day 1} 
    • After the 45th day the Late Hire status will expire
  • If candidate enrolls on 1/1/2024, candidate must follow traditional path, obtaining an SOE after all pre-service and testing requirements are complete.  


Starting July 19th, 2023 updates to the Advisor Portal and Intern Portal will be pushed to Prince.  

  • Interns who are late hire eligible will have a "Yes" next to the Late Hire Eligible line for their 45 day window that they are late hire eligible. 

           

  • SOE will be updated upon the intern passing their exam(s) to include the expiration of the candidates late hire eligible status and include the date that their first day of instruction must be on or before.
  • If the intern is not hired and teaching on an intern certificate by the first day of instruction listed on their SOE, they will no longer be considered late hire eligible and they must complete pre-service to re-gain access to their SOE and be eligible for an intern certificate.  
    • For Example: Jane Smith is Late Hire Eligible.  Her SOE states her first day of instruction must be on or before August 14th.  Jane has passed her exam and she has gotten hired, but her district doesn't need her to start until August 21st.  Jane is no longer late hire eligible nor eligible for an intern certificate because her start date is after the first day of instruction listed on her SOE.  Jane would need to complete her training and field based experience to be eligible for an August 21st start date.  


Candidates who do not qualify for Late Hire Eligibility 

  1. Any candidate who transferred into our program CANNOT be a late hire (this is a TOT policy) 
    • If an intern required a transfer form to enroll in our program, please use the "Admitted to 1st EPP Prior to late hire threshold" button in prince 
    • Please make a high priority note in the intern's account stating "Intern cannot be a late hire!" 
  2. Any Intern who was previously enrolled in our program, was dropped or removed, then has re-enrolled may not be a late hire. 
    • Be sure to check the notes in the account to confirm any duplicate accounts.  Should the intern have a duplicate account, check to confirm the status of that account.  If it states "Dropped" or "Discharged," the intern may NOT be a late hire. 
    • Please make a high priority note in the itern's account stating "Intern cannot be a late hire!" 
    • Check the "Admitted to 1st EPP Prior to Late Hire Threshold" button in prince to prevent them from being a late hire.  


Under the General info tab in Prince> check the box "Admitted to 1st EPP prior to late hire threshold"

Doing the above will indicate a "No" next to Late Hire Eligible.



Late Hire Pre-Service Timeline:


  • Late hires who start on an intern certificate have 90 school days from their first day of instruction/date the intern certificate was issued to complete their pre-service(training and FBEs) to remain in compliance with TEA.  
  • Late Hires who have not completed their pre-service will not be approved for the PPR exam upon completing their PPR review.  
  • Texas Teachers will continue to support and encourage our late hire interns to complete their pre-service within their 90 schools days.

REQUIREMENTS FOR EDUCATOR PREPARATION PROGRAMS

RULE §228.35

Preparation Program Coursework and/or Training

(b) Coursework and/or training for candidates seeking initial certification in the classroom teacher certification class. An EPP shall provide each candidate with a minimum of 300 clock-hours of coursework and/or training. An EPP shall provide a minimum of 200 clock-hours of coursework and/or training for a candidate seeking a Trade and Industrial Workforce Training certificate as specified by §233.14(e) of this title (relating to Career and Technical Education (Certificates requiring experience and preparation in a skill area)). Unless a candidate qualifies as a late hire, a candidate shall complete the following prior to any clinical teaching or internship:

(d) Late hire provisions. A late hire for a school district teaching position may begin employment under an intern or probationary certificate before completing the pre-internship requirements of subsection (b) of this section, but shall complete these requirements within 90 school days of assignment.

 


Late Hire for Contingency Admits: 

Contingency admits will NOT qualify for Late Hire until they have graduated with their Bachelor's degree and have submitted their final transcripts with their degree date conferred and passed their exam(s) and get hired before their 45 day window expires.  Most Contingency admits will not qualify at all due to the 45 day window they have to send in final transcripts, pass exam and get hired.  (It takes Universities several weeks to send final transcripts) 

  • Example of non-qualification: John Smith enrolls in the program as a contingency admit on September 4th, 2023.  John is not scheduled to graduate with his bachelor's degree until December 8th.  John would never qualify for late hire because his graduation date is well past the 45 day window he would have for late hire eligibility.  
    • please note, it is highly unlikely that an contingency admit will graduate and get their final transcripts to us with their degree date conferred, pass their exam and be hired on an intern cert before their 45 day window of late hire eligibility closes.  Thus, making them ineligible for late hire ever.
